Do you understand the order-of-rank system similar to military, and are willing to take orders?: Yes.
Do you understand all rogue actions involving the CCA must be approved by a super-administrator?: Certainly, but this is a rough choice and I will of course spend a lot of time thinking about the matter beforehand.

What is the goal of the CCA/MPF?: To enforce a civilized society enacted by the Universal Union by monitoring citizens and making corrections to their behavior.
Why should we accept you for CCA/MPF?: I've spent a lot of other time on other HL2RP server as rebel-sided most of the time, so I believe this would be a change of pace for me, and I believe my previous encounters have shaped an understanding of the basics and lore of Civil Protection.

Character's Backstory (150 words minimal):
It began on a dark South African night, just a hour before midnight. Rhys Bennett was born to a farmer and a humble housewife in a clinic in a far rural region where the infrastructure was just barely peaking cracked asphalt. Growing up ascetic, he learned to appreciate what he had in a run-down old farmhouse whose boards creaked with every mud-soaked, work-booted step. His first desensitization came at the age of seven, where he woke up just at the crack of dawn to loud bangs and ringing in his ears, the rattle of bolt-action firing just past the point of hearing with tinnitus plaguing his ears. Rushing downstairs to find his father, he caught glimpse of a dark red ooze pouring out of an equally dark-skinned wound, the boards behind the man broken from where he had stumbled back and tripped into the wall, his father peeking out the door holding a rifle as big as his child, too combat tranced to notice his son staring at him. He slipped back into his room.
He was thirteen when the news was broadcasted onto his father's worn out truck radio. Otherworldly constructs had broken from the clouded sky, intent on invading Johannesburg, and, reportedly, other cities much bigger than his country's own. He remembers staying inside the whole day, watching rain drop on the South African plateau. He woke up to rumbling engines the next day, waking up slouched over in his father's car, catching sight of a sleek horizontal object that went rushing down a track and stopping in front of a station. His father, with no mother in sight, led him on. Neither of them knew it was going, only that the 'benefactors', as they called themselves, had told them to get on. An engine growled, and he watched his old city fade from view by a train window.
Growing up in the city was hard for Rhys. He never quite understood the manners of city-folk, getting into quite a scuffle with the more rebellious kids, naturally developing a distaste for their opinions. In his mind, anyway, the Universal Union was doing good. He had known nothing more than farming and the occasional relative visit or flea market trip, and despite the culture shock, he was perfectly content with staring up at those metallic citadels stretch into the clouds far as the eye could see. He was lucky. Just as he reached hard working age, his father was transported to another city in need of more loyal citizens. After all, he certainly didn't want to be orphaned in a hard but fair world such as his own. Now he was a young man with no purpose, all alone where his only parental figure was his benefactors.
Give an RP example of how to RP as a Unit (20 Lines minimum):
**CCA.i17.UNION.XXXXX was patrolling the streets as always, deviating from his usual route as he didn't want to mess his jackboots with a rather distasteful puddle gathered in the middle of the path, catching wind of a murmur in the distance.**
**Two citizens gathered in a dark alleyway, handing off a yellow-bound package with rubberbanding over the square shape to keep the shoddy thing together, pausing like a deer in headlights as they noticed the cop staring right at them, heading their way.**
**CCA.i17.UNION.XXXXX unclips his stunstick, a flash flickering out through the hallway as the menacing light all citizens knew came to life within the stick. He rang out through his vocoder to notify overwatch; "Number 91 in progress, requesting clamp in D-2." An accusing finger pointed at the two citizens, another lifeless voice breaking through. "Wall."**
**The two citizens knew better to attempt and escape when back-up had already been called, a grim expression spreading like wildfire through the both of them, as they knew what was next, the package dropped on the ground.**
**The crack of jackboots upon concrete rang out as another unit swept around the corner, stunstick at the ready.**
**CCA.i17.UNION.XXXXX allows the other officer to provide overwatch as he holsters his stunstick and switches to zipties, zip-tying both of the criminals with practiced efficiency "Apply."**
**"John White, 249201.", "Steven Orwell, 240441." A hum came from the behind officer's PDA as he scanned through the database for any past criminal acts. "Arson. Both."**
**CCA.i17.UNION.XXXXX nodded and took control of John White's movements with a simple seizure of his wrist, nodding to the other officer to get the other one. He spoke into his radio, "Pacified. 10-15."**
**The two men glanced at one another from their imprisoned positions as they were transported through the streets and to the Nexus, several citizens stopping their daily regime to stare at the two troublemakers.**
**CCA.i17.UNION.XXXXX opened the door to the Nexus where an officer assigned to cycles was already standing, allowing the handing off of both suspects and nodding to the warden before turning and walking back down the street, a last radio call echoing through the ways. "10-19."

Situation #1:Unit #65032, your best friend since you joined the CCA together, has been rejecting his metropolice rations, not consuming them regularly. He says this is to allow him to be more capable in the field but you notice his hands shaking and his strength weakening. What do you do? Do you mention this to High-Command?First I speak to him very seriously, not as a friend, but as a colleague. He needs to take his rations. Malnutrition is a serious hampering factor in terms of allowing you to do your job, and a unhealthy citizen that cannot work is no use to the UU. If he continues, I wholeheartedly report him to a higher officer.
Situation #2:Units #79275, #59278, and you(#95273) are initiating patrol around the outskirts of the town, D1, D2, and D3 as per DvL instruction. Units 95273, 79275, and 59278 beginning patrol through D1-3, out."
Situation #3:An Irish citizen, height 5'2" and weight 120lbs approaches you with a sickly stature. He says that he has not been given enough rations and quite loudly demands for more. What do you do?First I make him face the wall and apply, giving him a re-education for an audio violation directed at an officer, then let him off telling him to get in line first.
