An excellent response, this brought up some crucial things which I forgot to address in my opening statement, but I have rethought my original position, and have come up with the following retorts;
1. It is a shame and terrible reality in the case you provided during the first week of the server. The amount of minges is appalling, but still, expected. It is, or at least should be, an administrator's task to handle these sorts of events regardless of cause.
2. They are PET flags, the majority of individuals, quite contradicting to your original statement, don't feel tantalized by the "power" which they provide. Especially not when under admin supervision.
3. It is quite commonplace for servers to have temporary PET available not simply for building, but for other events, circumstances, or reasons as well, and administrators should be ready to handle any possible minges, not ready to complain about them.
4. Admins [b]can and should [/b]watch the players while they decorate. An administrator does not like waiting in noclip for fifteen minutes, an administrator does not like dealing with minges, some administrators do not like instructing new players on the proper usage of flags or roleplay commands. It does not matter, I think I can ask every staff member and player here, and they could agree, [b]it is the sole duty and responsibility of the administrator to handle and execute his or her duties regardless of time consumption, labor cost, or personal investment required. [/b]

Decorative props are indeed a factor, but as long as they aren't spammed, or outright abused, they do not cause lag that becomes so unbearable even players who have their settings turned to low cannot handle them. This is proved evident by just about every server out there, and this wouldn't be a major problem or concern if there were some props, but most are outright abandoned, except of course, "special" player homes, or rebel and combine bases. The Medical Hospital has more props than 75% of the plaza, including the Terminal, Cafes, Shops, and Stands. (Props to that decorator though, it's sweet! And not too FPS-consuming!)
6. The executive decision is welcome, and it pleases me greatly to find your reply in a professional and respectful manner. It's very realistic, and all of the points you make are reasonable, I simply believe they are minute factors, in comparison to other problems staff and players face. These are only things I base off of other servers, and you're the owner. If it doesn't work here, it doesn't work here. I simply think the other staff, and a majority of the playerbase would find some agreement in adding this small duty to the admin list, even if they have to put in an extra fifteen minutes in observer.
(P.S: Not to mention, you could just have someone decorate the main player apartments with basic props like other servers and persist them.)
